 ABOUT US

State Health Systems Resource Centre (known as HSHRC in Haryana) came into existence in May 2012 according to the Societies Registration Act, as an autonomous body for advising the Government of Haryana on strategic planning and development of Health & Family welfare services in the state. Thirteen states in the country have functional State Health Systems Resource Centres that were created in line with the guidelines received from MoHFW, Government of India. National Health Systems Resource Centre (NHSRC) was established by MoHFW for providing technical assistance to the Government of India, and State Health Systems Resource Centres were established with the same objective. 

The objective of HSHRC is not limited to policy prescription, and provision of technical inputs, but also to provide assistance in ensuring the acceptance, and implementation of policies through periodic assessments, monitoring and evaluation.

Haryana is one of the few states in the country leading the use of information technology for delivering efficient and effective public healthcare services. Health care technology has significantly enabled more efficient functioning of hospital processes & decision making, and has aided in significant reduction in waiting and turnaround times. Hospital Management Information System called e-Upchaar was envisaged to be implemented across 56 healthcare facilities of Haryana and HSHRC was appointed the nodal agency to implement the same.

Current Status

e-Upchaar has been implemented and is currently ‘live’ at 22 DCHs, 3 Medical Colleges, 1 Ayurvedic hospital, 3 CHs, 7 CHCs, 7 SDHs, 2 FRU and 10 PHC (listed below).
District Civil Hospitals (22) : Ambala, Bhiwani, Charkhi Dadri, Faridabad, Fatehabad, Gurugram, Hisar, Jhajjar, Jind, Kaithal, Karnal, Kurukshetra, Narnaul, Nuh, Palwal, Panchkula, Panipat, Rewari, Rohtak, Sirsa, Sonipat and Yamunanagar.
Medical Colleges (3) : Bhagat Phool Singh Medical College & Hospital, Khanpur Kalan Sonipat, PGIMS Rohtak, Shaheed Hassan Khan Medical College & Hospital Nuh.
Ayurvedic College (1) : Shri Krishna Government Ayurvedic College & Hospital, Kurukshetra.
Civil Hospitals (3) : Ambala Cantt, Jagadhri, Mother & Child Sector 10 Gurugram.
SDHs (7) : Assandh, Bahadurgarh, Hansi, Mahendragarh, Naraingarh, Narwana and Tohana.
CHCs (7) : Kalka, Meham, Pataudi, Raipur Rani, Safidon, Samalkha and Shahbad.
FRU (2) : FRU 1 and FRU 2.
PHC (10) : Barwala, Govt. Polyclinic Sector 26 Panchkula, Hangola, Kot, Krishna Nagar Gamri, Morni, Murthal, Nanakpur, Pinjore and  Sector 16 Panchkula.

Achievements

  • Till August 2021, 1.8 crore patients have been registered in e-Upchaar. A unique health ID (UHID) is given to every patient registered in e-Upchaar. This has facilitated in maintenance and retrieval of Electronic Medical Records (EMR), when the patient returns to the public health facilities for another episode of care.
  • Laboratory and Radiology reports get automatically available against the patient's unique ID as contemporary lab machines and digital X-ray machines have been integrated with the application. Laboratory reports are also accessible online and patients can easily access these reports through their smart-phones anytime and anywhere.
  • e-Upchaar has also contributed towards a substantial reduction in operational costs of the facilities. With the integration of the radiological equipment, digital transmission of images has been achieved. This has eliminated the need to manually file, retrieve, or transport printed copies of radiographs. Many public health facilities have adopted this initiative and have been able to bring down their expenses.
  • Electronic Medical Records (EMR) are now available for the doctors to review the patient’s historical record of treatment at the facility.
  • Integration of e-Upchaar with ‘Mera Aspataal’ application empowers the patients to share feedback about the public health facility. This provides a powerful tool to the administration to keep them aware of the problems faced by the patients.
